Good evening gentlemen,
Im praying for your well being and blessings for you all.

This image below shows two arrows pointing at two muscles, on the side of the penile body.
When i stretch downward hard and when feeling the inner tissues with my hand to see what is being stretched, i can feel this part beign stretched the hardest, ligaments feel lightly stretched in comparison.
i can feel this part stretched better when im pulling forward or the sides.

my question is should i work them muscles to equalize the tension in my whole pelvic region?
is there any specific exercises or knowledge that i should know beforehand?

You are reaching a perfect level of stretching intensities for those hard muscles. Yes, pull the muscles equally for both sides to prevent offsets, causing the penis to lean to one side. Equalize the supporting muscle tissues further by applying upward stretches toward your belly button, follow by the rotary stretches by pulling the penis outward while rotating moving the entire penis in clockwise rotation, the counter-clockwise. What you are doing is to further equalize the stress loads on all supporting tissues to hinder growth phase favorability that cause the "lean effects". You will notice when you see brothers that have a specific lean on one side during erections.

will do certainly, they feel like they're the only ones left that need a good stretch to catch up
