Does PE Improve or wreck Turkey Neck

Was circumcised as a baby, had a tight one and have a bit of penescrotal webbing (turkey neck) [I'll attach a photo online]. I'm going to start with an extender. I was curious if the turkey neck grows as your dick grows? I don't want a a sail down there hanging below the cock. If it does extend with gained length I am thinking of doing a little bit of foreskin restoration to grow shaft skin then do PE.

Also two other PE questions I had I can't find answers to

1. Do extenders give you girth?
2. From some adult entertainment videos (trying to quit) there are some dudes that are hung but their erection falls and doesn't stand straight. Rather than their erection sticking out straight and hard, it falls and looks a bit limp sometimes. Is there a method of PE that does this? Cause your erection to no longer stand up? Extender can increase your base girth if you use a lot of force, but then it's not extending. Personally, I haven't experienced any girth gains from extending, but I wasn't using more than 1.5kg of force/tension.
