I'm about 5.5 inches in length and 4.5 inches in girth, I'd like to focus on my girth predominantly if possible.

Start by measuring accurately. BPFSL (Bone Pressed Flaccid Stretched Length) and BPEL (Bone Pressed Erected Length) The difference between these 2 will give an idea of potential expansion for girth and/or length.

The best place to start as Jack said is to get all of your official measurements into a progress log so you know exactly what you’re starting with. Next you want to put a routine together so I suggest you read through SRT and come back with any questions you might have and I can put a routine together for you.
