The only time I've heard of wrapping before a workout was to prepare for some type of hanging and keeping the wrap on.

The point of wrapping after a workout is to keep the penis extended. Just be sure to rewrap every 15-20 minutes for circulation reasons. This really helps out with flaccid size.

Pre-warming the tissues making them more elastic and reducing the chance of injury. When cold the tissue is a little more difficult to stretch than when warm and is more susceptible to injury. Warming also allows for more stretching of the fibers.
