I just got done with some pretty intense girth work and noticed that around the middle of my shaft it is fatter than the base or behind the head. I'm not sure if this is fluid build up or not, but I was wondering if this good, bad, or no big deal either way.

If this is because I just got a better workout in that area, how do I target the base and behind the head? Or does it even out over time?

Appreciate any input.

It sounds like a good workout. Fluid usually builds near the head, referred to the doughnut effect. keep up at what you are doing, if you get sore, go a little lighter the next time, then back to your normal workout.
