does the size of cylinder vs penis size make any difference?
and also besides the balls getting sucked in obviously. does larger cylinder affect anything when pumping?

Yes, it does. If you want to build up erection quality (EQ), stay only within 0.5in of additional girth of your current penis girth size. If you want to build up girth without strengthening your EQ, stay 1in ahead of your current penile girth size.

Nope. Balls and skin at the base of your penis will always be sucked in. This is why you don't want to go too large of a cylinder too fast. 1in larger in circumference is enought to prevent the accidentally skin and ball being sucked in. If you don't like that idea, use a pump donut. That will prevent your balls from being sucked in.
 
im not really worried about balls sucking in i figured out a way to avoid that.
was just wondering if bigger cylinder leads to more fluid retention or less effective pump etc.
i am hoping to gain more girth and length.

For increases in head size, stay 1in in additional of circumference size ahead of the current penile girth size. This pushes the head to catch up with the rest of the penis shaft and exceeds it. However, you definitely want to exercise the glans using slow squash jelq by pushing as much blood pressure to the glans as you can before and in between each pumping set.
