Perhaps the voltage on the rings is either too high/too low for certain people, or perhaps the amount of material used was too small. I just made mine last night, so I'll wait a week or so before I state any facts.
Supra, I noticed the RoP you made (and that I copied :D) is a "full package" design, meaning that it encircles the entire genital area, as opposed to Tom Hubbard's design, which only encircled the testes. Perhaps that is why most people are not getting the same effects of the ring. If their testes are not touching the current, they won't be influenced by it much, if at all.
I'm thinking about making a second RoP tonight, using much larger pieces of metal and possibly cutting the latex from the first one and using the first for my balls.
One thing I did notice already: I don't feel any pain resulting from a hard erection post ejaculation.
