The only PE I do is pumping. Are pumping gains cemented similar to how people gauge their ears or stretch their necks?

Not at all, tat could apply to flaccid work in a way but in pumping the growth comes from age expansion of the Tunica, allowing more blood to be brought onto the penis which balloons and gains girth. To cement this would be the same as any PE practice, get too the size you desire and go 1/2" beyond and you will settle into your goal size. I would highly recommend checking out the SRT BathMate/SSJ workout called the 5x5x3 as it has done wonders for the pumpers here.
 
I think the difference is where the pressure is pushing/pulling from. In the case of priapism gains and even ear gauging, there is a constant pressure from the inside of the circumference pushing out. That pressure over time causes the collagen to become deformed. However, a pump doesn't cause internal pressure. It is basically just pulling the outside of the penis. So no, I don't think it is very effective for quick gains if that's all you're doing. Perhaps getting engorged via internal pressure and then using the pump to hold in that engorged state would be a better route.

you should always jelq to full erection before starting to pump
 
And contrary to popular belief the "neck stretching" cultures are not actually stretching their necks. The weight of the rings pushes down the clavicles (shoulder bones) and surrounding structures and over time, cause the appearance of a longer neck :)

Yup, you are correct.

For length, if you seek 8 inches, get to 8.5 inches so when you stop PE, you will settle for 8 inches permanent. For girth, if you do the exercise correctly and let's say you get to 6 inches mid shaft, it will be permanent.

But even at that, it is wise to pump for additional 6 months after getting to your girth goal to ensure that you cement it.
 
I would say plan to do pe for life. Once you reach your goals continue to train. Once you are at your goal size get in a workout once per weak
