I know that there are men doing PE who are over 50. Nothing wrong arriving to the party a bit "late."
For some men their units might have functioned very well until that age and then PE can help.
I see PE more than just as gains in size. That is something we mostly strive for but practicing PE in variour ways can add a lot of joy to a man's life.
Things like Kegels and testicle health massage from my viewpoint are something every man should be doing for better health.
Regarding your second question I don't have a straigth answer. Stretches done with hands, Kegels, lazy ass stretches ... Bike lock hanging. LOL There are several things you can substitute for tools in PE being a DIY-person, some solutions work a bit better than others.
