I'm at 5.5'' length and 5'' girth. I've been stuck at this size for too long. Anything you guys suggest I do to make my gains come?

I dunno man, I'm kinda new myself, but I suggest you quit worrying so much about the numbers for now, and stick to excercising the fuck out of that dick. In time if you stay focused you will gain. If your mind is stuck on thinking that your too small and not getting any bigger, you probably won't.

I just got back into it about a week ago, but I was doing it before for about 6 months. I only gained .25 inches in length , and .5 inches in girth. While I was excited about that, all the gains was after 3 months. And after another 3 months passed and no changes happened, I stopped, which was about a month ago. Now I'm wondering how I can get past where I am. I think I might need a change in my routine. I do 20 minutes of jelqing, 2 sets of erect bending(30 seconds up,down,left,right) stretching up,down,left,right,straight, three minutes each direction. What should I add? My routine usually takes an hour to an hour and 15 min.

Maybe break your routine up into 2 stages like girth every other day and length in the mornings.

I don't train legnth but maybe do your basic stretches (up, down, left, right, clockwise, counter clockwise) do like 3 sets of those holding each for say 30 secs. Then maybe do some of those A-stretches I think they got DLD up to 9" his first year. Then finish off with like a set of erect TOW (Tug of War) stretches . The TOW's got me a 3/8" gain in like 6 weeks.

Then for girth maybe you are ready to try the constricted excercises. If so download RED's guide and pick a few excercises that you think you can benefit from. Or try a couple from DLD's Crazy Girth Buster routine.

The benefit of both of these guides is you can pick and choose which excercises you want. That way when you hit a girth plateau you just pick a new batch of routines from Red's guide or DLD's.
