The fat pad will only reduce when you have lost most of your body fat. If you are skinny you still retain fat and for men that is usually in the fat pad. Like 2slow said, these are the things necessary to get rid of the fat pad. I had a fat pad of close to 3" at one point. I weighed 280 and I had a very long cock but very little showed without pushing back the pad. I needed to get very serious about my health, diet and exercise. Out of all the gains I have made the best gain was a loss :) A loss of the fat pad.
 
Watch what you eat. You can do a combo of: (* signifies optionals)
-caloric deficit
*cardio/weightlifting
-intermittent fasting
*cardio/weightlifting
-Minimize carbs/ high fats
*cardio (endurance)/weightlifting
-Minimize fats/ high carbs
*cardio (High intensity)

And if that does not do it there is always liposuction, if you could afford it.

If your already skinny and have a fat pad this should work and cardio might make you look to small, like skeletor. You dont want that look..theres alot of videos out to show you alot of different exercise to do for your lower abs and your whole cor..but the working the inner thighs will help more then you would think..good luck

Just because I have fat pad doesn't mean it isn't working. Do you know what I'm doing to get rid of my fat pad? I'm very sure you don't know what's happening in my life and if I'm slowly getting results so don't assume just because I have a fat pad that it isn't working.
 
If you are very skinny and still have a fat pad the only thing that will get rid of this would be liposuction. I think in most men with a good diet and exercise routine they can lose the fat pad, I lost mine down to a 1/4" from almost 3" so it can be done. But if the struggle continues, with no results, saving up for liposuction may be a smart move. I hate giving surgical advice but in this case it may be necessary for some men.

Some people do have genetics that curse them with most fat residing in the pubic bone area.

You got to know your body, not everyone responds to weights as well as others same with cardio. A 170 lbs for 6'0 may not be as lean as you might think if you don't have that much muscle mass.

Judging blindly because I don't know you, I can't see you... My guess is that at a 170 lbs, 6'0 you need probably need to hit the weights. Cardio doesn't hurt.

And it is so hard to isolate the area to cause a reduction beyond that of diet and exercise, meaning you can not spot train.

exactly so some things can't be changed but like DLD said if you can afford liposuction then do it for that reason but do your research on it please and see if it is safe for you.

I started to do some core strength training recently in combination with my already doing: Peak 8, Peak Fasting and Strength-Training

I ain't.even tripping on.the fat pad no more this cold.weather got.my.flaccid like 2 inches lol it's scary sight to see lol.

you can't target areas to lose fat but you can target them for muscle, cardio loses fat overall the body. Genetic wise some people are gifted with no fat pad
