"Halliburton, the oil services company formerly headed by Dick Cheney, the US vice-president, was the largest single recipient of Iraqi oil funds under the occupation authority, US Army Corps of Engineers figures show, Thomas Catan reports. The Houston-based company was paid $1.6bn in Iraqi funds under a no-bid contract to restore the country's oil infrastructure. The contract also absorbed $800m in US money. The contract stirred controversy in the US because of the manner in which it was awarded to Halliburton - in secret and without competitive bidding."
