Ok, I have taken quite a bit of time off from pumping to deal with a HUGELY annoying case of Phimosis. I was prescribed hydrocortisone for 2 weeks but knowing hydrocortisone thins the skin I only used it for 10 days rather than the prescribed 2 weeks. That unfortunately was enough to thin the skin and I wound up with splits in the foreskin. These took a while to heal. Now that the foreskin is whole and I am starting to stretch out the foreskin I have started pumping again and now this morning after a brief pumping session I have gotten my second blood blister on the edge of the foreskin in a week... This one is smaller and appears possibly deeper? Anyway, I read the whole "don't pop a blood blister just let it run its course" have I thinned the foreskin to the point that any pumping will result in blood blisters?

I will say you need to get conditioned and take it slow. Allow the blister to heal before pumping again. It has happened to someone before. Maybe your penis is still trying to adapt to the pressure from the pump.

My fear is that the hydrocortisone really thinned out the foreskin dealing with the phimosis. Fucking PHIMOSIS ! ! !

Is there a way for the skin to be thicker again?

Hydrocortisone will not thin you skin, I have used it for more than 20 years and my skin is a thick as ever.
 
This was prescription strength Hydro cream so that possibly could be the difference? Also, I was warned that the cream they were prescribing would indeed thin the skin so only use it for 2 weeks. I used this for 10 days.

As for the question can skin be made thicker? I don't know!

Maybe give yourself some time before resuming PE.

Got you, yes prescription Hydrocortisone will thin the skin. Can the skin become thicker, indeed it can. Simple PE will make the penis skin thicker so this will be corrected. Don't worry of this, put your head into the PE game for now and with a few months your skin will be back to normal. Understand that dermal layers of skin removed will always regenerate. Humans shed their entire outer layer of skin every 2-4 weeks at the rate of 0.001 – 0.003 ounces of skin flakes every hour. There is a bright light in the future!

Skin grows at a very quick rate. All skin is regenerated every 4-6 weeks. This will not help scarring but in Northern Nevada case his skin will return to normal.
