Seems to suggest "permanence." :)

Was this on a "medical site"? I doubt it but was it? Where exactly did you find it? Maybe on a Penis Enlargement pay site or forum?

To me, it's pretty obvious this is "info" from a Penis Enlargement site.

Sorry, but I don't remember. I have a bad habit of just saving shit from the web by clicking "File/Save As" then saving the webpage offline - which no longer has the URL in the Address bar, but my location on the C\drive.
Or I highlight text, then copy & paste it to Word or Notepad.
So I have a bunch of shit without references. :(
