Udderly Smooth is just a hand lotion. I don't claim that it has magic restorative powers, only that the active ingredient helps with healing and skin cell production. I have noticed that it does seem to help me heal faster if I am sore or raw from Penis Enlargement or FR. Yes, it is the udder cream stuff, btw.
Everyone's frenulum is different. Like you, that ball of tissue is just a flat band around my penis, until I pull it up over the glans, at which point it kind of wrinkles up into a ball of skin and scar tissue. Bear in mind, that your inner mucosal tissue is "upside down and inside out". When a "high and tight" circ is performed, the fren is severed and the mucosal tissue is pulled straight down-- turned inside out. The fren tissue you have at the glans is actually kind of split down the middle, and the ball you are seeing is the rest of it that is being positioned where it used to be. Sort of. Does that make sense? That's how mine is, anyway.
I wouldn't let anyone do a circ revision on me for any reason. My penis is going nowhere near a scapel again, if I can help it.
You can be surgically restored, but it is painful, damaging and extremely ugly. They cut your skin at the base and pull it up, and then graft skin from the scrotum or thigh around the bottom where the gap is to fill it in. I have seen before and after pictures and it gives you a frankenstein dick. Ugghhh!
