I would argue the cool down is not as important as the warmup, but should still be done to some extent. Its worth the few minutes if it helps prevent injuries.
 
I think it's more for relaxation than anything, unless you feel you might have overworked something. I usually skip the post-workout heat, most of the time.
 
To me the warm-down is essential to my workout....If I have a good long one I will stay plump throughout the day

If I have a half-assed warmdown my cock will feel like a hard carrot

And I hate that more than anything.....
