Sure you can. Blood flow may not be quite as good but I'm sure you can overcome that manually :).
 
You may be more easily able to use your feet to add pressure on your hand while doing the stretches.

Do it anywhere you feel comfortable for an efficient session.
 
I can see doing jelqs, SSJs, basic stretch straight up, out, and sides of those... __________ stretch, all easy to do laying back. Also Size Genetics I do laying down.

Myself I can't seem to do basic stretch straight down nor btc laying down. I stand at the foot of my bed and put one foot up on my bed frame or a table for those. Maybe you can?
