It's similar to a jelq, except that you pause at-or-near the top of the motion to keep the ballooning pressure focused into the head/glans for ten to thirty seconds per rep. (The duration depending upon how used to it you are. Beginners will probably see spotty red bruises at first and will want to limit their intensity [time/pressure] for a while.) It's not a 'jelq' (per se) because there will be far fewer reps performed, and the point and manner of those reps is not to destabilize the tissues of the shaft.
You need way higher reps (and no longpause at the top) for a normal jelq. I haven't done Ulis in years but I don't think I'd ever go higher than about twenty reps, and that would be on the high side if also watching Tv (cos it takes a while) and if I wanted to go at it harder than usual (tissue-confusion principle).
There might be a standard program for it, or even a sticky, if anyone knows where and can link it.
The point of the Uli exercise is to move the bloodfluid to the top of the penis .. and then use a high grip pressure and upward movement of that grip .. to cause a very strong expansion pressure into the glans. It's the Lollipop Move
If your erection percentage goes too high it'll become self-defeating for Uli's. The erect penis shuts off its chamber outlets both up and down*, so you won't be able to manipulate a high pressure into the head anymore. Go at a medium percentage like for normal jelqs, and if you get too stiff then just stop doing anything for a bit until your percentage drops back into the workout range.
*You can add head pressure when fully erect by kegeling, and to some degree you can also do that while at the pressure-moment at the top of the Uli move, but it's really unnecessary and overkill so be careful with it .. don't pop anything important.
