No. Just picture a clock. 12 o clock is straight up, 6 o clock is straight down, 9 is straight out.
 
You should target both. I wouldn't worry about being specific with what you target unless you're at either extreme.
 
I see the tugback at about 9:00 - 10:00.
This means that I should focus on downward stretching?
