My concern is that the base of my penis will not get any larger once I can't pull ligaments out anymore. Does jelqing get the base of the penis thicker? Also, I do horse squeezes but the very base of the penis is gripped and is not getting any benefit from this exercise. Does anyone share my concern?

I have always had similar fears in the back of my head. I have been doing Penis Enlargement for a very long time and I have only seen the base of my penis increase in girth consistantly. There are some specific exercises that will isolate and train base girth. Look up Angle Jelqs, Erect Twists.

If you are an MOS member there is also a new exercise coming that is very base specific.
 
It is a very legit concern and a very good question. I have seen pics of guys who have mostly jelqed and gotten very good gains...but, the base of their erection is considerably smaller. I think seeking out base oriented exercises is the way to go. I dont have anything to worry about as I hang and, hanging will thicken your base as well.
 
Thanks guys. So far the base is the thickest part of my penis. As soon as my base and middle girth get close to the same size I will start doing base only exercises.

Buy the length master and start doing downward bundled stretches, you base girth will increase.

The second fastest thing to gain in PE is increased base girth, this will happen will any heavy downward stretching. The fastest to stretch is the skin.
