I'm willing to say that the slower the gains the more permanent they are. But no, most forms are not 100% permanent and require some form of minimal maintenance.

Extender studies show no loss after 6 months of no use.
 
Once gains have become permanent there is no way to reverse them, unless there is a surgical method I am not aware of...what a sili surgery that would be. There is always a negotiation between permanent gains and ones that are not yet made permanent, usually about 1/2" this is why is is always suggest to go past your final goal by 1/2".

So it's almost always 1/2 inch?

Example:

My goal is gaining 3 inch. Than i will need to gain 3 + 1/2 inch?

Its not like this:

My goal is gaining 3 inch than i will need to gain 6 inch because only 1/2 is really permanent?

Let's say you finally have the gains you wanted, and you decide to stop, then you probably lose some of the gains.
I believe that you have to keep doing the exercises a few months more after getting the gains you wanted.

It is always smartest to work past your goal by a bit so nothing is lost from the goal size when temp gains are lost. This does not need to be extreme, if you reach your goal of lets say 8", simply drop your routine down to a maintenance routine, training once or twice a week for a couple months to cement those gains. In a perfect world you will want to do a maintenance routine for life to keep the penis healthy and in good function.

So you're saying i should work past my goal of 8" and go to 12"!!!! that way there is no risk of going below 8'' when i stop doing PE. I will do it!! lol

To the OP, there is enough proof in the Picture section that gains are permanent, we have people who post pictures 2 years apart and the size is either the same or increased. How can you know they arent doing PE in those 2 years?
Look for discoloration, vascularity and redness. If the penis is the same color as the skin of the man, than that is a penis which is either untrained or very under trained ( 1.5 year rest). If the penis is not extremely vascular this suggest that jelqs or constricting exercises have not taken place. If the penis is not red or purple around the head rim it suggest the penis has not been streched for an extended period of time ( 1.5 years rest).
Hope this helps to silence your doubts brother.

i dont think he has any doubts about if PE works. He just asked Are gains permanent or does P.E have to be maintained for lifetime?

By a bit I mean 1/2" past desired size will definitely cement the goal.
 
Do you really have to gain further? Would about 3 months of the same routine not be enough to cement?

Yes that would also work, both methods are considered cementing processes.
 
When I first started out just jelqing and stretching I put .5 of an inch in girth after six weeks then lost all of it after getting lazy.

I feel like girth gains are harder to maintain. I lost 1/4" girth, but maintained my length during the school year while doing a maintenance routine. You should definitely aim for a 1/2" over your girth goals.

You are right, girth gains do take more time to cement than length. Doing a maintenance routine will be a good way to cement these but also working past your goal size by 1/2" will ensure they stick. I also find that splitting my routine between length and girth helps with focus and concentration on that particular place I am training.
 
The problem is, a lot of gains may seem permanent but aren't really, so if you stop they end up going away. If you really want it, it's like being a bodybuilder, expect a lifelong commitment. Otherwise, you'll be pissed every time you shrink haha.
