Another question pertaining to exercise and PE

I've been athletic since i was real young.I was dunking 10 ft rims at 5'6,and my legs have always been muscular.My thighs though have never been muscular,just my calfs.Throughout the years i always heard females cherish men with muscles in their thighs.Almost as if every guy that had muscles there were huge.I wanted to know can working on ur legs influence pe since it is the 3rd leg we're working on.Could leg exercises be an extension of pe?
 
No, not really. Only in the sense that the "real" leg exercises (front squats, back squats and deadlifts) tend to force the body to produce more testosterone.
