I'm not sure how you'd stop it short of somehow holding it back with a device. Ironically enough, I think that retracting the foreskin is one of the top ways of lengthening it.

OP I doubt you're alone in desiring vengeance against the doctor perpetrator of your abuse a well as the people who okayed it. I feel it myself, but unfortunately we would be the villains if we defended ourselves so long after the fact, even if it would be protecting future victims.
